The prayer meetings are "voluntary association," and the burden of proof is on the state or the plaintiff, not on the defendant.
The general population is immaterial; this is about government.
A sorry state of affairs, but one it's difficult to see a way to fix other than to educate people, or take it to court. With so many people religious, whose "morals" allow them to vote on juries against the truth, there's no easy way.
