"Criminal acts intended or calculated to provoke a state of terror in the general public..." United Nations Declaration on Measures to Eliminate International Terrorism annex to UN General Assembly resolution 49/60 ,"Measures to Eliminate International Terrorism", of December 9, 1994, UN Doc. A/Res/60/49 That's similar to the proposed definition under the Comprehensive Convention on International Terrorism and United Nations Security Council Resolution 1566.
Another formulation out of the UN is: "any action, in addition to actions already specified by the existing conventions on aspects of terrorism, the Geneva Conventions and Security Council resolution 1566 (2004), that is intended to cause death or serious bodily harm to civilians or non-combatants, when the purpose of such an act, by its nature or context, is to intimidate a population, or to compel a Government or an international organization to do or to abstain from doing any act."
The acts must be criminal, and the intention must be to provoke a state of general terror in the public. 9/11 qualifies, because those involved in its planning had the purpose of striking terror in to Americans and Jews, and the act was clearly criminal.
The Afghan War, for example, was not terrorism, because the intention was clearly to retaliate against the 9/11 attack and eliminate Al Qaeta's capacity to carry out future attacks, and the Afghan War was perfectly legal under international law.

That's especially true over the last 10 years, where the ability and desire to be careful is far greater than it was in, say, WW2. When we firebombed cities like Dresden. Hijacking airliners and flying them into the world trade center buildings was terrorism, bombing Dresden in WW2 was not. If you had to make your best effort to defend that proposition - what would you say? What's your best argument for that proposition?
