He doesn't 'need to be' nor 'appear to be' because, at least as local newspapers report, he was elected without their support (or, at least, the majority). To appear, or pretend, to be would be to ignore the reality of his ascension.

the pirate is a NPC from one of the versions of the Original Adventure Game, text based on DEC PDP computers from the 1970s.
