Stalin purged three of five marshals, 13 of 15 army commanders, eight of nine admirals, 50 of 57 army corps commanders and, 154 out of 186 division commanders regardless of competence. Had Putin done anything remotely like it we would have heard of it.
The Russian military's failures to perform as expected stems from Putin and his cronies being too busy enriching themselves to pay attention to what was happening with its forces. Like all other large bureaucracies they sunk into paperwork purporting to prove how good they were without anyone examining their validity. This neglect has come home to roost.

Putin is playing by a set of rules.
It is his own set of rules, but nevertheless...
If Ukraine now takes back any territory, he can declare this as an act of war, and change his terminology from a "Special Military Operation" to a defensive war.
That allows him to tell the Russian people that they are fighting a just war, something he couldn't do before.
Remember you heard it here first.
