Putin is playing by a set of rules.
It is his own set of rules, but nevertheless...
If Ukraine now takes back any territory, he can declare this as an act of war, and change his terminology from a "Special Military Operation" to a defensive war.
That allows him to tell the Russian people that they are fighting a just war, something he couldn't do before.
