Let me put it another way. Which medical authority are you quoting for approval, and in what situations are they approved, or not approved?
What is their basis in science?
Are they taking into account Brownian Motion and Electrostatic Attraction?
...or is it a "six out of ten dentists" say it meme?

That's Hong Kong. The camera perspective doesn't really tell you how close they are standing. They are probably farther away from each other than it seems. And they are all wearing masks.
