What law forbids it?
There is no law which describes 'exoneration' in the US, so he made that up.

As to what law forbids it, the only thing that makes sense is that Mueller is really so stupid he had to ask repeatedly for questions to be restated, and didn't remember who 'Fusion' was.

He probably isn't that stupid, so my guess is that it is due to ongoing investigations. All those sealed indictments, all these Q rumours...

More likely he is just an idiot, but it nearly fits that he asked AG Barr for a letter describing his limits to his testimony, refused to talk about many things which could (maybe?) be explained by being bound by an ongoing investigation...but that sounds a bit unlikely.

He can't exonerate, because it's never been done in US law. He made it up to generate headlines.
Really, no law describes it? Funny that it's in Black's Law Dictionary, the US Legal, Inc dictionary, and the Merriam-Webster Law Dictionary. I wonder where they got those definitions. :whistle:

So can you give me a list of other people who have been 'exonerated' in the fashion described (poorly) here?

I was accused, and interviewed about a crime several years ago. I think my alibi was solid, but never got any 'exonerated' status update. Should I apply for one? I've honestly never heard of it. I thought there was 'the guilty', and 'everyone else' (in Canada, innocent until proven guilty, I think)

When he hedged, it sounded like protecting secrets of some kind, or being dumb. (I expect there is plenty of the former)

When he pretended to not know what Fusion was, he was obviously lying. I mean, could he really be that dumb? (his other lies, if present, were skillful)

The burden of proof was not met, which is why Mueller was not able to prosecute.

As to exonerating, if you want to say that is within his power, you will have to back up that claim. As far as I can tell, it is 'marketing wankery' and not a legal standard.
