As to what law forbids it, the only thing that makes sense is that Mueller is really so stupid he had to ask repeatedly for questions to be restated, and didn't remember who 'Fusion' was.
He probably isn't that stupid, so my guess is that it is due to ongoing investigations. All those sealed indictments, all these Q rumours...
More likely he is just an idiot, but it nearly fits that he asked AG Barr for a letter describing his limits to his testimony, refused to talk about many things which could (maybe?) be explained by being bound by an ongoing investigation...but that sounds a bit unlikely.
He can't exonerate, because it's never been done in US law. He made it up to generate headlines.

Turner is a lawyer and was playing a lawyer's game. Mueller didn't get suckered by it, and refused to play. While Mueller was under oath, Turner wasn't.
I keep that in mind when I watch these hearings.
