Not necessarily. Pardons are serious matters, and even if they are within the purview of the President, they are open to much criticism. However, given the dearth of information provided by the Independent article, we don't really know what, if anything, Trump is doing on this. The article doesn't really tell us anything, does it?
I mean, if it's legal for him to pardon anyone who might be successfully prosecuted from the Russia-Trump investigations, including himself, business associates, foreign nationals, or even members of his own family, then that's just a president exercising his prerogative, isn't it?
Most of these articles sound like horseshit. I mean, if you heard such an article about a politician you liked, would you credit it much? I mean - "persons familiar with the effort?" That's the description of the unnamed sources given? And, we're supposed to come away from this article outraged over Trump's behavior, even though when it's said and done the article basically says that some people are saying Trump asked about his pardon authority and Robert Mueller's authority.
