What "they" are you referring to? Keep in mind that "they" the Framers, amended it to further restrict the machinations and evils of government, not inhibit private enjoyment of pre-existing rights. It's ALWAYS a good idea to amend the Constitution to constrain government's ability to fuck with people, viz: the repeal of Prohibition, which was a fucking disaster of an amendment in the first place, brought on by the Progressives who wanted to control people by forbidding alcohol, and what happened was nationwide, blatant, in-your-face, fuck-you-very-much civil disobedience that quickly lead to the repeal of Prohibition.
The absolute worst amendment ever passed was the Sixteenth Amendment that authorized the income tax, purportedly to pay for WWI, promised to never exceed 7 percent, and promised to be repealed once the war debts were paid off. Fucking Progressives of course lied through their teeth and it was never repealed, and now our income tax rates are far above 7 percent.
The next-worst one was the Seventeenth Amendment, again a Progressive subversion, that provided for popular election of Senators, who were mandated by the Constitution to be elected by the legislatures of the states. The purpose of having the state legislatures appoint Senators was so that one house of the Congress protected the interests of the States as against the federal government while the other, the House of Representatives, served the people.
By having the state legislatures appoint Senators, the Executive branch would always have to garner the permission and approval of the various state legislatures for laws that trenched on state sovereignty. By making senatorial elections popular votes, the dynamic was seriously changed and now Senators, instead of having to cooperate with the state legislatures, which could recall and replace them at will, merely have to bring home enough pork to win the popular vote
Bad, very bad for the balance of powers set forth by the Framers, every time an amendment further empowers the federal government instead of further constricting and constraining it.
