No, owning a car is a right just like any other property right. Operating a motor vehicle on a public highway is also a right, but it is a regulated right which may be withdrawn if one abuses the exercise.

The confirmation of the fact that operating a motor vehicle on a public highway is a right is the fact that if you qualify medically and by demonstrating competence the state MUST issue you a license. It is non-discretionary if one meets the applicable criteria. If a driver's license were a privilege, then the government could approve or deny the license for reasons having nothing whatever to do with health or competence. States cannot do this, they must issue a license to every qualified person.

This is not to say that the license doesn't come with restrictions and regulations, nor that it cannot be revoked for bad behavior, but one does have a right to both own a car, whether one is qualified to operate it on a public highway or not, and to operate it on a public highway if one meets the applicable reasonable and necessary regulations controlling the issuance of such licenses.
