Sacramento's a flat flood plane, folks, and we're surrounded by rivers.
In fact my area is surrounded on three sides by river. The first winter we were here it was horribly wet and we came within a couple of feet of flooding.
It was a scary "Welcome to the neighbourhood!" Flood insurance used to be mandatory.
