Well they could either polarize the viewports against these funky rays, have them shuttered so they only open on the 'darkside' of the station, or install wide spectrum lighting (metal halides, high pressure sodiums, or wide spectrum LEDs).

On protecting against cosmic rays. A lot of protection is needed in a space vehicle. If you were using water as a screen, you would need a thickness of three metres (10 feet). Tinting windows will not do it.
