Assuming it's a false out, it shows care in some ways - picking a grouping with a highly lynchable player, but also including the "but I'm not an invitee to the party" out when I flip town, and also starting this by saying he thought you and I weren't lying about being officers. and why would the role blocker (of all roles) get info about the game set up that other players don't have - that there are town assassins - plural - in the game for instance.
otoh, it's not exactly keeping it simple in terms of fake claim.
My first thought is protecting town specials. but that's not really possible for a lot of reasons. My godkill or lynch, which would confirm that I am franchise and an officer, will probably lead to him being lynched tomorrow if he's not dead overnight. and I don't know that I really trust his out anyway.
there's a franticness to his posts last night. the use of exclamation marks and a whole lot of why the fuck did you do that, etc. but, I don't know his play style all that well. I wound up on the lynch bandwagon of another FF player who whose postings were somewhat similar - exclamation points and excited language, though not the why the fuck did you do that. He was town.
If he's what he says he is, the franticness was understandable last night given that the mass out exposed him. he had some sort of plan, and wanted the other specials to out as specials IIRC.
so, I dunno. leaning toward wait and see, though.

To answer your question, Ob, Aza was a claimed "guest". In rereading the OP after reading other's posts discussing 47 I remembered 47 was not a VIP but a plain guest.
My role says specifically that I can't block a certain VIP (paraphrasing of course but "VIP" is specifically stated).
The plan last night covered two bases actually.
1) Attempt to block a person whom I didn't believe was Indy.
2) If he WAS Indy, at ff anyway, indys are NEVER on the same page with town - having their own win condition. I dont know how things work around here but that's the way it is there.
With these two points in mind I chose Aza.
