That is the million dollar question. He's free to drop US citizenship, but he can't keep living here. He'd have to maybe get a place down in the Caribbean.

I have a feeling this is just a ploy to avoid US taxation.

So it would Clark Kent renouncing citizenship or would it just be a stunt by his Superman persona?

Sure he could. He just wouldn't be able to do it by being elected. If General Zod could bust his way into the Oval Office in Superman II, then Superman could definitely do the same thing. All he'd need to do would lower his sense of legal ethics down to the level of, say, Richard Nixon.

The immigration service doesn't issue multiple visas or citizenships to the same person. Superman can be naturalized once, and would be required on the forms to disclose all of his aliases. If he didn't, it would be immigration fraud and he'd be subject to having his citizenship revoked anyway.

No need of Visa or citizenship. A permanent residence permit (green card) can be issude by, say, the Director of the Central of Intelligence... All problems easily solved in one panel... Meh.

Nope - he has maintained a residence outside the US - the Fortress of Solitude - and he has resided there for part of the time since 1972. In order to qualify for permanent residence by registry, he would have to not have lived anywhere else, even temporarily, since 1972. The Fortress of Solitude is in the Arctic. According to Action Comics #261, Superman first established secret Fortresses in outer space and at the center of the Earth before settling on an Arctic location. It's not clear to me why it would serve his purpose to be a permanent resident of the US. He seems to be renouncing his citizenship because he doesn't want to be perceived as limiting himself to the US and the "American Way." If he is a US permanent resident he is basically the same as a citizen, except that he can't vote.
