That's precisely the problem. The Franchiser is the one that sets standards for the chain, and it does not set any concerning decency in employee treatment.plus, anti union attitude is well known to trickle down from HQ.
Ergo, the franchiser is actively and passively encouragin franchisees to exploit their workforce with regard as to their being squeezed with maximum efficiency with a maximum reduction of expenses for wages and decent working conditions.
and that means taking as many people as possible part time so they don't qualify for benefits, and can't make enough to live on.

Except that the working conditions at McDonald's are fine. They certainly can't be described as indecent. Franchisees could hire everyone part time and there'd be nothing illegal about doing that. So, if what you say is true, there would be no reason why all employees aren't part time.

McDonald's competes against mom and pop fast food shops that pay just as little, if not less. They can't pay substantially more in wages and stay in business.
