What is a "free and fair" election?

On the CBC here in the frozen north, the reporters, politicians and talking heads keep going on and on about Egypt having "free and fair" elections. What does that even mean? Canaduh doesn't have "free and fair" elections. It's a rigged system to keep one of two parties in power. You need big money to win elections (federally anyway) here, you need to be a member of one of two parties and you have to line up lock step with liberal democratic capitalist ideology. What would free and fair election even look like?
Our struggle is not against actual corrupt individuals, but against those in power in general, against their authority, against the global order and the ideological mystification which sustains it.

Come on, you should know this one. A "free and fair" election is an election whose results the west agrees with.

That's what I thought, was just looking for some reassurance. When I watch the "news" my brain turns to mush. Thanks.
