If Mexico won't apprehend these criminals, then the US will have to do what it takes to protect its citizens. That could mean sending in people to apprehend the culprits, or perhaps firing back.

This isn't the Mexican government acting to stop a threat to its national interests. These are criminals firing on US citizens. Mexico is not guilty of the shootings - but, if they fail to take action to stop it, they will be guilty of negligence in keeping their citizens from attacking foreigners from inside their borders.
