I'm not sure how much the fog really matters. The plan is to shoot some artillery rounds into the sea. They can't really judge accuracy of impact, so all that really matters is making sure the area is clear of maritime traffic beforehand. Radar can still do that quite well.

The CNN website says residents of the island have been ordered to take cover, and that typically means the shelling will start two hours after. But then they don't give any time for the take cover order.

Local TV says that "most" residents are now in shelters. If I were the South, I'd wait until about an hour before dark. The South would have a much greater advantage at night, due to technology.
