Shall we swoop now and rescue 5 children, or should we do more secret surveillance in the hope that we can discover more of the paedophile network and possibly save 25 when that is done? That predicament has been around for ages, and I think the decision needs to be made on a case by case basis. Whichever way the decision falls, it can only be a "best guess" at the time it is made. Whether the decision was a good or a bad one will only be seen in hindsight.

I would assume that if there is evidence of more children then they need to find where they are to rescue them. If there isn't then they act as quickly as possible.
