ndian police believe there is a case for charging the Booker Prize-winning author Arundhati Roy with sedition over comments she made about the disputed province of Kashmir, Indian newspapers say.

Reports yesterday said police in Delhi have sought legal opinion about a speech by Roy last week when she said Kashmir has ''never been an integral part of India''. It is not clear if authorities will act on the advice. Roy issued a statement yesterday denying she had done anything wrong.

Since when does a dictatorship of the majority necessarily include freedom of speech?

Or the voice. Doesn't matter. Democracy is merely the rule of the majority. The word says nothing about which specific rights, if any, should be granted. In this sense, the word 'Democracy' is much like the word 'Atheist' -- saying much, but not much at all.

Secondarily, you are also insinuating that Roy's comments are the "voice of the people."

I think you'll find that democracy takes the form of 'rule by minority' with the mandate to govern handed down to a small section of the population, whether by representation or exclusion, but that it is the voice of the populous, in otherwords their right to express their wants and desires, which inform this minority - ie congress or parliament - what actions they should take.
It is not the majority of the populous who make, pass or vote on legislation.
