Reports yesterday said police in Delhi have sought legal opinion about a speech by Roy last week when she said Kashmir has ''never been an integral part of India''. It is not clear if authorities will act on the advice. Roy issued a statement yesterday denying she had done anything wrong.

I think you'll find that democracy takes the form of 'rule by minority' with the mandate to govern handed down to a small section of the population, whether by representation or exclusion, but that it is the voice of the populous, in otherwords their right to express their wants and desires, which inform this minority - ie congress or parliament - what actions they should take.
It is not the majority of the populous who make, pass or vote on legislation.
