and by civilised I am thinking mainly without the 12th century justice sytems. and the attitudes that go with it (to woman / gays / other religions / topless sun bathing / wanking on the bus)

given the extreme oppressive attitude the muslims have on the other minorities, that's one of the first I eliminated right after saudi arabia and pakistan...

My best guess would be a country in subsaharan west or central Africa where the muslims are mixed with other faiths and far enough from Egypt that they have mellowed out (obviously not Nigeria)

I went their a couple of times years back, but never got to know the place. people freindly enough, but I was spending money (that always goes down well abroad) and wasn't looking to wank over anyone's daughter / wife. on the bus (ditto).

I would say superficially yes, but recall they have apostate laws and the rule of law is wrapped around being ethnic Malay. and not keen on other religions.

Huh... I would have thought that the absence of a dictator claiming divine authority as a result of ancestry with The One True Prophet(TM) would make it more secular.

Tunisian muslims may be fairly moderate (though I know some that are pretty hardcore and preachy in a roundabout sort of way), but the place has a dictature that makes it uncivilized regardless of whether this is tied up with the local islam

Yes, Turkey used to be a great example of how this can be done, sadly, no longer. I have a friend who is a Turk living in Switerzland, he is from Tarsus, the birthplace of apostle Paul, ha, ha, he is very secular and so is his whole family, and he hates to go to Turkey but at the same time, it is his country, no way arouond it.
