About paying a TV license - I know someone who had a TV but didn't use it. The TV licensing people came round to check. He showed them the TV and how he used it for playing PS2 games on. He even had an aerial socket only a couple of metres away from the TV. They were happy to allow him to continue on an annual basis to not pay the license fee.

Well, as you are required to pay the TV License if you use a TV, they are entitled to check. You don't ever have to let them in, they have no right of entry, but they could fine you for not paying for a license if you don't provide some evidence that you don't use the set. They also have detector vans to catch out people who just don't pay a TV license but do watch TV.
