Well, as you are required to pay the TV License if you use a TV, they are entitled to check. You don't ever have to let them in, they have no right of entry, but they could fine you for not paying for a license if you don't provide some evidence that you don't use the set. They also have detector vans to catch out people who just don't pay a TV license but do watch TV.

It's not greatly different to the concept of paying Road Tax, though I agree people would think the BBC was a crazy idea if someone suggested it in our corporate/consumer infused world. I still prefer the BBC over the alternative though.

Except the Licence Fee actually goes to the BBC, unlike Road Tax which goes to RBS and Northern Rock.
