I do say so, because it's true. Whatever value judgment you want to place on it is up to you. You might be all for it. But, that doesn't change the reality.

That's not one of the reasons behind tax credits being given in the US. If it is in Britain, so be it.

However, that is a different issue from the reality that many people not only pay zero federal income tax in the US, but also receive a check from the federal governement labeled a "refund" but which is in fact a payment and not a refund.
