It's not the same. Religion is a belief system. A country is a land, or a political subdivision at the level of a nation-state.

but every country still got a set of rules which is called a constitution. atheists countries got em and islamic countries got em. we got our laws from Allah, you got yours from some fella. rules are rules right? there is no difference there.
