I'm not a fan of Rush Limbaugh, but what did he lie about?

I listened to the video clip of Rush, and it seems to me that he said that if health care passed "and if, 5 years from now, and all that stuff gets implemented I'm leaving the country...I'll go to Costa Rica." So, his exact words were that he would wait to see what gets implemented, and what he was talking about was where he would go for health care, not that he would move there.

I mean - I just listened to both the videos, and I don't see a lie. Can you clarify?

The actual quote is "I'll just tell you this, if this passes and it's five years from now and all that stuff gets implemented -- I am leaving the country. I'll go to Costa Rica."
