I would say Class II impossibility*. We would need the mass/energy of several stars for this to work.
*Class I is not with current tech but probably within the next century.

It would also be easy to put observatories on the outside of the sphere, so they could be in a light-free environment on a stable base with no atmosphere in the way.

3 m thick is going to provide no effective gravity; we all going to simply be in orbit about the sun. Could be a problem for the lifestlye to which we've become accustomed, ie my martini would float away.

Ah, but we'd just have artificial gravity. So, that would be no problem. Spin would be a problem as the gravity would vary from the "equator" to the "poles".
