I imagine he was working on the (wrong) assumption that they could only keep him in jail for a set amount of time before releasing him or charging him. One of the guys on my ship decided to smuggle some China White onboard with that condom trick. Only problem was he got so nervous his guts went crazy on him and one or more of the bubbles burst. It was a 45 minute ride from the dock to the ship and he didn't make it. (Hong Kong, '85, BTW.)
