looks loony, but i can figure that out, abuses of the right of the soil are something so blatant and huge i can understand goverments becoming tyrannical like to put a stop to it.

Finland requires 5-8 years for foreigners to become citizens. The children under 18 become citizens with them. If the parents never apply, you have to wait to 18 to apply on your own.

There would normally not be any reason to deny a child citizenship at 18. They have all the other rights anyway, they just get voting. The main test would be that the child speaks Finnish or Swedish.
