Gov't has to pay for DNA test of every baby and at least its mother from the point where Trump wins the court case.

Just because a woman gives birth to a baby is no proof the baby is American. Therefore every baby is going to need proof the biological parents are American Citizens. A fertilized ovum can be implanted to a woman these days. Standard IVF.
