The usual pattern has been to install a 'friendly' administration (by hook or by crook) and then use it to dish out contracts to manage what were previously public resource to 'preferred bidders' from the private sector overseas. You don't need AI for that - just the awesome, patriotic, always ready power of greed and corruption. It's the kind of thing the World Bank can lend a hand with. Alternatively, Trump could run a version of what the US did with Iraq.
