No. They bombed the Palestinian delegation in Qatar that were there to negotiate a deal.
They also dropped an incendiary on the main ship in the aid flotilla in Tunisian waters.

Israel has had a tentative, delicate rapprochement with various Arab states in recent years, and Qatar has been emblematic of that, providing possible diplomatic links to Hamas for hostage negotiations. This attack (also killing members of Qatar's security forces) has totally destroyed that relationship, and has indeed shown them to be a rogue state, condemned by virtually all the rest of the world.

I have no particular regrets about the deaths of any Hamas members, given their vicious attack on Israeli civilians, but Israel has clearly reacted in a totally criminal way, both in Gaza and this attack on Qatar.
