I guess that could be a valid point, if allegations of genocide need to apply to actions to eradicate every single member of a defined demographic regardless of location - such that if some members of that group remain unreachable or protected then genocide cannot be said to be taking place, even if the stated aim of one party is to eradicate every member of that other group. This frames allegations of genocide only in terms of outcome rather than in terms of intent.

Perhaps, but the stated aim of the current Israeli govt is to occupy and administrate Gaza once Hamas has been totally erased, and current policy endorses and supports illegal settling of the West Bank, so Israel seem to believe it at least.
