With Trump not doing much, and most voters not aware of his statements, Trump gets a favorable rating. That would probably change if he were to run. Then he would keep his 40% that are not going to change:

To answer this we need to understand exactly what a continuity of government plan accomplishes. Two of my favorite documents to refer to regarding continuity of government are:

These pamphlets outline the Army’s COOP program and planning procedures. Combined they mention the word “Devolution” 60 times.
I've experienced a devolution of government, but not like this. This Patel seems very hopeful, and reasonably well informed, but it doesn't look like the devolution they did here, back in the day. Different circumstances, of course.
