Basically, it's a matter of crowds, or more precisely, the lack thereof. The population of Port Douglas is about 3500. If the locals want to go to the beach they'll just drive right on to the sand. If. Most of them prefer the comfort of their backyard swimming pool. Mile after mile of beach sand so white that the reflected glare of the sun threatens to blind you gets boring really quickly, especially when it's combined with extreme heat and humidity. Alternately there is extreme heat, humidity and torrential rain.
So we have 1) low population density, 2) lots of kilometres of beach, 3) a jadedness of being constantly within a stone's throw of what foreigners might regard as an exotic attraction. I think you can work the answers to your questions out yourself now.
Also, swimming of the beach in the wet season is problematic due to deadly box jellyfish, and possible crocodiles...

I have read articles in the New Scientist which suggests that world wide, jelly fish populations are increasing, and that the causes are often man-made. Most are not venomous to man, but disruptive to fisheries.

A pesky koala has taken full advantage of an unoccupied car's air-conditioner and comfortable leather seating this week.
South Australian winemaker Tim Whitrow was checking on fruit in his family's McLaren Vale vineyard, about 40 kilometres south of Adelaide, on Monday when he noticed a koala was in his car.
He had left the car's door open, with the air-conditioner on, so that his dog could get in and out while he worked.
"As I was moving to another part of the vineyard, I noticed that someone else was also in the car enjoying the air-conditioner," he said.
"It took a fair bit of convincing to get the feisty little fella out."

Mr Whitrow's encounter followed a koala intruder — nicknamed Kevin — which was filmed rummaging through a CD collection inside an Adelaide Hills home in February.
Amanda Robertson was at home with her husband and son when she was woken by an "unusual sound" coming from the family's lounge room around 2:00am.
