Sounds like an episode of The Orville, set on a world where everyone had to wear a badge with up and down vote buttons.

If you did something that crossed some threshold of downvotes, you got put on televised trial and everyone who wanted to voted over a set period of time. If you got a negative 10 million votes, you were brain-wiped, otherwise you went free.

But advertisers want to nail down unique demographic facts about every on-line persona they can get. I agree that they don't really need a true name, but a physical address (perhaps even if only suburb etc.) gives important clues for targeted advertising.

Yes, of course keeping the content milque toast is social control, but it is not social control for its own sake. Zuckerberg figures that the more main-stream the format is, the more people keep Facebook accounts, and the more Facebook accounts there are, the more data he has to sell.

It's all about Facebook's profit. My bet is that if Zuckerberg saw more profit in catering to the fascists he'd permit his place being flooded with Stormfront style material, and if he saw more money in porn, it would be a showcase for tits, cunts and cocks.
