Coal! We love it! Nobody (in particular scientists consulting for the government) should say anything bad about it, because that would make us SAD.

'Closure of US coal study marks an alarming precedent'
[T]he US Department of the Interior (DOI) ... in 2016 commissioned a $1-million study [by the US National Academies of Science, Engineering, and Medicine (NASEM)] of the potential health risks of surface coal mining on communities in West Virginia. Some evidence suggests that people who live near surface-mining operations — also known as mountaintop removal — have an unusually high rate of lung cancer and birth defects, which could be attributed to air and water pollution.

Launching the study — now halfway through its two-year term — was itself an achievement, given the political nature of the topic. Although much is known about the risks of coal mining to miners, little research has been done on its health impacts on local communities, not least because of attempts by the coal industry to hinder such work. Mining companies and trade organizations have sued for access to the e-mails of academics researching mountaintop removal, and have fought to keep peer-reviewed studies from being used in court. The National Mining Association questioned the value of the NASEM study when it was announced.

On 18 August, three days before the NASEM committee working on the study was due to meet in a Kentucky mining town, the DOI ordered a stop to the study, with immediate effect. The agency says it is reviewing spending on all projects that cost more than $100,000. “The Trump administration is dedicated to responsibly using taxpayer dollars in a way that advances the department’s mission and fulfils the roles mandated by Congress,” DOI spokeswoman Heather Swift said in a statement to Nature. She did not respond to questions about which other projects are under review.

This is the first time that the administration of President Donald Trump has cancelled a NASEM study that has already started — a move that has rarely happened in the past, according to the academies.

In its statement about the cancellation, the NASEM said that its investigators “stand ready” to resume as soon as the DOI completes its review. But they’re likely to be waiting a long time. The Trump administration has made no secret of its fondness for the US coal industry, which employs around 76,000 people. (By comparison, around 1.2 million people live in counties where mountaintop removal takes place.) The DOI’s assertion that the decision is a budgetary one is suspect, especially given that the study has already spent a good amount of its budget.

It seems, instead, that the government would rather quash the review than risk it producing results that cast aspersions on the coal industry. This is par for the course for the DOI, whose head, Ryan Zinke, plans to downsize national parks in favour of resource extraction, and which has also suspended meetings with its independent advisory councils on issues concerning public lands.

With the near-daily news about the Trump administration weakening climate and environmental protections, it is easy to become fatigued. Yet the move to pre-empt the prestigious and independent NASEM is particularly concerning. It raises questions about what other studies could be cancelled if the government fears their results. It is another blow for science and for academic freedom.

I can't see where this Obama era flood risk thingy would have helped in Houston. :dunno:

It didn't say squat about private builders did it? I just quickly read it and didn't see anything.

Still, I'd like to know why he killed it.
I was given a year of free milkshakes once. The year passed and I hadn’t bothered to get even one.

Yes, it had direct impact on private builders, since many of them contract with the federal government. See also Section 2 subsection (h):
[Federal] agencies which guarantee, approve, regulate, or insure any financial transaction which is related to an area located in an area subject to the base flood shall, prior to completing action on such transaction, inform any private parties participating in the transaction of the hazards of locating structures in the area subject to the base flood.
As for why Trump took this action, I'd say it has to do with the practice described in my post made earlier today. It's called regulatory capture, also known as putting the fox in charge of the henhouse.

Experts in climate change, coastal management, and environmental policy begged the administration to maintain the Federal Flood Risk Management Standard for “climate resilience.” The concern crossed traditional lines of ideology and partisanship, as free-market economic groups and Republican members of the House praised the standard.

But politically influential real-estate developers and builders lobbied for overturning Obama’s order. And they got their way, thanks in no small part to one of the industry’s most powerful allies in the administration, Transportation Secretary Elaine Chao.

Since Trump took office on January 20, Chao and other presidential appointees have rushed to sell off critical decisions to the highest bidders in a crony-capitalist frenzy the likes of which Washington has never before seen.

Thanks L'Emmerdeur, it's nice to have such well informed people around.

I don't see that it has much in the way of an ability to curtail over development, or sloppy development by private builders. But, it does seem like something that's going in the right direction, and it obviously must be some kind of a pain in the ass for people seeking government contracts.

I'm afraid these people will never agree to take a loss of any kind. They'll chase that edge till it kills them.

President Donald Trump’s habit of singling out reporters for attacks is being adopted by his federal agencies, with the Environmental Protection Agency excoriating an Associated Press reporter in unusually personal terms on Sunday after the reporter wrote a story that cast the agency in an unfavorable light.

“Yesterday, the Associated Press’ Michael Biesecker wrote an incredibly misleading story about toxic land sites that are under water,” the statement began. “Despite reporting from the comfort of Washington, Biesecker had the audacity to imply that agencies aren’t being responsive to the devastating effects of Hurricane Harvey. Not only is this inaccurate, but it creates panic and politicizes the hard work of first responders who are actually in the affected area.”

The statement did not point to any specific factual inaccuracies in Saturday’s story, besides accusing Biesecker of leaving out information about the EPA’s other efforts to monitor the toxic land sites, and the AP has not offered any corrections on the piece.

The EPA declined Sunday to provide additional information about who drafted the statement, with EPA spokesperson Amy Graham calling the statement “pretty self-explanatory” in an email to POLITICO.

The Associated Press on Sunday evening pushed back on the EPA's claims.

"AP's exclusive story was the result of on-the-ground reporting at Superfund sites in and around Houston, as well as AP's strong knowledge of these sites and EPA practices," it said in a statement. "We object to the EPA's attempts to discredit that reporting by suggesting it was completed solely from 'the comforts of Washington' and stand by the work of both journalists who jointly reported and wrote the story."
