The real question, aside from whether one favours a weighty double-headed battleaxe or the comforting, well-balanced heft of a standard Splitting maul, is, is this disclosure the result of a leak or a hack?

Both.
The hacker tool kit was being traded around by govt hackers. Then someone used it to hack the CIA. Then sent everything to wikileaks. Looking like the CIA tools were used on the DNC too
