My sister lives there. Been there 10 times (I know I am insane) and it has never changed. Nothing is repaired. The results of the earthquake back in the '60's is still to be seen and people still live in broken down houses. Being so high up the atmosphere is horrendous. The noise as well. There is no silence.

Nothing at all wrong with employing Mexicans. Employing any non-citizen who doesn't hold a visa allowing him or her to work, or otherwise having work authorization is unlawful.

That being said, if an illegal alien runs a lawn care or home cleaning business and you contract with the business to have the lawn cut, there is no obligation to check the immigration status of their employees. It would be only if the homeowner himself or herself is hiring the gardener or maid as a direct employee.

The real question is whether the $25bn will offset the increases in wages necessary to pay locals a legal wage. But there's also the boost to an economy (as long as it can afford the wages) from a higher practical minimum wage.

Knowledge that when something stops being cheap enough to be affordable, people won't have it. They won't hire the boy next door to do their garden or take care of their pool if it means upping the budget for it.
