Only according to socialists who grade health care based primarily on whether it's socialized or not. In terms of actual quality and availability of quality health care the US is second to no one. That some people can't afford it doesn't mean they don't get it either, they do, by and large. But not everybody gets everything they want or need, nor should they. Health care is not a "right" because a right cannot exist if there is an obligation placed upon others to provide or facilitate it. Rights are individual freedoms of action that can be defended against interference by others and nothing more. Which is why YOUR "right" to health care doesn't exist because it requires two things that prevent it from being a right: it requires that someone in the health care industry labor involuntarily on your behalf to provide it to you, and it requires that someone else labor to pay for it if you cannot. No such rights exist anywhere, ever, because that's what's called "involuntary servitude" or "slavery," which is prohibited.

The WHO is a quintessentially socialist organization dedicated to spreading socialized medicine so of course its going to rate non-socialized systems poorly because their criteria happen to weigh heavily in favor of socialized medicine even if it provides only shitty, poor-quality care...like Canada or the UK.
