Swearing at someone in a language that is not understood by the target is one fact. Swearing at someone in a language that is understood by the target is another. Accepting that the lack of bothersomeness equals relevance for the sake of the exercise, the first fact is irrelevant as far as the target is concerned and the second is relevant. Swearing is not a fact. It's a concept, which makes the question you follow up with relevant.
