You didn't read my post very clearly. "must" is not implied by what I wrote. When limited data, and limited resources are available, one starts with what one knows, without ruling out other possibilities.

That's not the reasoning. The reasoning is that since life exists on Earth it stands to reason that other planets like Earth may well have similar life. If you find life in water, then if you want to find more life you would probably search for water.
