The tiny trickle if new voices into its core governance group was too small to challenge its increasing authoritarianism. While it's true that there were large numbers of reactionary saboteurs seeking to undermine its exploration of intersectionality and oppression, its own reaction was an increasing clampdown on all dissent. This allowed more reactionary elements to tighten their grip. By the time activity declined Atheism Plus was tolerating some quite serious levels of islamophobic stereotyping and tactical homophobia from its primary posters. Basically there was a small core group that became too big for its boots. I have not come across any atheist forum yet that does not suffer from this phenomenon.

It is clear that you need to create your own perfect atheist forum from scratch.

You can call their posts racist, or Islamophobic, or whatever. That's criticism of a post.

If you call THEM names, that's abuse of a member.

I don't want the freedom to abuse members. Although I might occasionally retaliate when I'm abused. (which is also against the rules)
