It's not that they aren't against rape, it's that Muslims are considered a marginalized, underprivileged group. So, we cannot call their culture a rape culture. That would be saying that Muslim culture is a rape culture, which we can't say because they are marginalized. Germany is, of course, a rape culture already. And, the Muslim groups engaging in this practice of coordinated, group raping and sexual assault of non-Muslim women who are dressed inappropriately is not to be viewed outside of the context that ethnically German people are worse. They're worse because they are the privileged class. They are the oppressor class, and the Islamic populations are the marginalized group acting out against the oppressor group.

Women are, of course, oppressed too, but we can't say that they are suffering greater oppression from the marginalized Muslim group. We certainly oppose them, but the events need to be kept relatively out of public discourse and criticism, and we won't rail against them, because that would be effectively aiding the privileged class.

Well, it's systemic, of course. So, in Germany, the system is controlled by privileged white males. They marginalize migrant Muslims, who then assault women. Thus, the Cologne assaults are features of the white, male, racist patriarchy, and not marginalized and disenfranchised Muslims. This is just basic intersectional feminism.
