The building was unoccupied, having been evacuated, and as best I recall nobody was hurt or killed when it collapsed precisely because authorities removed everyone, including firefighters, preferring to allow the building to burn for hours rather than risking firefighters to save an already-damaged evacuated building.

Why are you so concerned about it? It would have been demolished anyway because it had been damaged beyond repair by the towers collapsing and the fire. It appears that physical damage, fire and gravity simply did what would have been done shortly thereafter by explosives experts anyway, thus saving the owners a lot of money.
