That's not going to tell you much.
Don't get me wrong, I'm not arguing that they ARE definitely tinted. I don't know.
But it's quite hard to discern the tint in a window here on earth, by looking out through it.
In space, you have no way of knowing how bright the Earth or Sunlight would be to the naked eye. It's not like you can nip outside and see the difference.

So a video camera shot through the glass is going to tell you even less than looking through with your eyes. The camera automatically adjusts to the light levels.
In none of the shots that I've seen, taken from inside the space-station, does any star show up.
Yet you can see them quite clearly with your eyes, from here on Earth.

Apparently the station's windows are made of Transparent Aluminum (ALON) Ceramic composite glass with a transparency of better than 95%.

To make it you start off by compressing aluminum oxynitride powder to 15,000 psi, heating at 2000 °C for several days, then polish it.

It's quite tough.

You'll notice that the pane darkens the view somewhat, but you are looking at it diagonally and the ones used in the ISS are probably not thick enough to repel a 50 cal bullet. I searched for mentions of the space stations windows being tinted, but found none. Seems reasonable to assume that they are not tinted.

Apparently. That's a useful word.

This is from NASA, the page is called "learn about spacesuits".

Brightness of the Earth and Moon wash them out.
“When I was in college, I took a terrorism class. ... The thing that was interesting in the class was every time the professor said ‘Al Qaeda’ his shoulders went up, But you know, it is that you don’t say ‘America’ with an intensity, you don’t say ‘England’ with the intensity. You don’t say ‘the army’ with the intensity,” she continued. “... But you say these names [Al Qaeda] because you want that word to carry weight. You want it to be something.” - Ilhan Omar

That would happen, and does happen here on Earth, where we have an atmosphere.
The Moonlight gives the atmosphere a reflected glow, that drowns out the stars.
But in space, with no atmosphere, there is nothing to reflect back at you.
So if you turn your back on the Earth and/or Moon, you will see none of their brightness at all.
It might be the contrast between looking at the Earth, and then looking away at space, that he's referring to. But your eyes adjust after a few seconds, and you should see the stars and planets brighter than you've ever seen them.

It must be a hell of a contrast though. On one side, you have the Earth filling your entire horizons. It will look gigantic and very bright. On the other, you have just the stars and space.
