I think you are largely correct when dealing with true Marxist societies, virtually all in the past. Perhaps, going back to the OP, Venezuela is veering unwisely in that direction; only time will tell...
The absurdity comes when you think that virtually all western countries other than the US are fully socialist at heart. The truth is that free enterprise is alive and well, and making money all over the world, happily co-existing with governments who dare to have a political direction not approved by Seth...

It's very typical Marxist/Alinsky behavior to mock and jape at the very idea that Marxism exists. Dylan himself was a communist sympathizer and well-known left-wing activist, along with Joan Baez and many other "folk singers" of the period who all thought socialism and communism were a good thing for America.
Fact is that what Dylan was referring to happens to be absolutely true. The government was infested with communists, spies and fellow travelers, and it still is.

This isn't Marxism, but an example of State Capitalism.
State capitalism is usually described as an economic system in which commercial (i.e. for-profit) economic activity is undertaken by the state, with management and organization of the means of production in a capitalist manner, including the system of capital accumulation, wage labor, and centralized management.

especially when you remember that soviet bloc states did have a measure of free enterprise and commerce, mostly small scale and unofficial, but still tolerated and flourishing (or the entrepreneurs would just have stopped)
