The fighting qualities of the Iraqis is related to a number of factors, just like any other people.
Firstly, trust in the people giving the orders. Nearly nil in their case.
Secondly, agreement with the cause. Again, nearly nil in this case.
Thirdly, unity of the country. Again, nearly nil.
Fourthly, belief that they will win. Again, nearly nil.
Fifth, quality of support when you get into trouble, again .....
etc etc.

Anyway, I disagree with BG that a group like ISIS can be "negotiated with". They clearly represent the absolute extreme of islamic fundamentalism, and simply need to be extirpated, root and branch.
