Who told you that shit? Cuba is a Caribbean country that's suffered a US embargo for 50+ years, but has its act together way better than Jamaica.
It's been embargoed because it's a communist dictatorship that kills anyone who criticizes it lying 90 miles off our shores and presents a clear and present danger to US security if allowed open trade.
