Much as I hate to say it, I agree with you here. There is a huge difference between a paedophile, one that is fixated upon and craves sex with prepubescent children, and an ephebophile, one that has similar desires towards very young but still sexually mature adults.

Legally, a man that fucks a 14 year old is treated the same as one that fucks a 7 year old. By any sane logic, however, there is the world of difference between them. Fortunately, judicial discretion tends to prevail although those convicted of sex with underage but sexually mature minors will find themselves on the sex-offender's register regardless.

The age of consent is a catch-all which aims to protect those not yet mature enough to freely consent to sex. You have to draw the line somewhere, I suppose.

I believe in Spain they have a much more graduated series of sex offences, which can take account of things like who pursued who, whether deception was involved, and actual age with regards to the low age limit. Plus a lot more.

That sounds a bit more sensible. In any case, the system is so ludicrous here for another reason.
In most cases, the punishment that hurts the most is being put on the sex offenders register. And that is a completely blunt instrument. You can get on it for pinching a bottom by mistaken identity, or rape of a baby.
